2023年を迎え、オーストラリア・日本両政府の要人にご挨拶を頂きました。駐オーストラリア日本国特命全権大使の山上信吾氏（H.E. Mr. Shingo Yamagami Japanese Ambassador to Australia）の新年のご挨拶を紹介します。

限りなく美しい街パース在住の皆様、新年おめでとうございます。

豪州における日本の存在感を高める。この目標に向かい2022年も全力投球しました。昨年は、日豪円滑化協定の署名、二度のアルバニージー首相の訪日、岸田総理の訪豪、新日豪安保協力共同宣言の発出と、日豪関係が新たな段階に進んだ正に飛躍の年でした。

そしてパースが総理訪問の大舞台となったことは、皆様の記憶にも新しいことと思います。鉄鉱石など資源ビジネスで力強い経済成長を続け、戦後の日豪の資源・エネルギー分野でのパートナーシップの歴史を象徴するパースは、豪州のインド洋への玄関口として、日豪の安全保障協力の観点からも重要です。多くの報道を通じて、日本においても豪州においても、日豪友好関係の発展にパースが果たしてきた役割とその美しい街並みが強く印象付けられたものと思います。

この年始にあたって、あの美しい西オーストラリアが未曾有の大洪水の被害に遭われているとのニュースに心を痛めております。一日も早い復旧を心よりお祈り申し上げております。

コロナ規制が解除され豪州国内の往来がようやく正常化した昨年、私は4度のパース訪問を含め、タスマニアから木曜島、ブルームに至るまで各地を精力的に訪問して日本をアピールし、人脈構築を進めました。洪水被害に遭ったリズモアを慰問したほか、ビジネス、日豪交流、文化・芸術・スポーツなど様々な分野で活躍される在留邦人の皆様のお話をうかがいました。在留邦人の方々の長きに亘るご尽力で、現在の日豪の相互理解・尊敬という、真の友好関係の土台が築かれてきたことを再認識し、本年もそれを一層揺るぎないものとすべく大使館として更なる努力を惜しまない考えです。

キャンベラでも日豪関係の重要性や日本の魅力の発信に一層力を入れました。日本の意見を積極的に発信すべくささやかな努力を積み重ねるに連れ、新聞・テレビ・ラジオで取り上げられる機会が増えたと実感しています。一層厳しさを増す国際情勢の中、安全保障、経済的威圧への対応、資源エネルギーや脱炭素、強靱なサプライチェーンの構築等、自由で開かれたインド太平洋の実現に向けた日豪協力は益々重要性を増しています。皆様に励ましていただいた「南半球便り」も、間もなく100号を迎えます。

2023年も日豪関係の裾野を広げる機会が目白押しです。昨年10月には海外旅行者に日本の門戸が全面的に開かれ、豪州からの観光・ビジネス客の訪日が本格化しました。パースの魅力が一層広く認識され、日本からの観光客が増加するよう期待しています。この観点から、東京・パースの直行航空便の早期再開を望む声も強く聞かれます。昨年末にインディアン・パシフィック号で念願だった列車による豪州大陸横断を敢行しました。豪州の広さを肌身で実感するとともに、オアシスのようなパースの魅力に改めてとらわれました。

そして本年は、日米豪印首脳会合が豪州で開催されます。首脳・大臣レベルを含む活発な交流が続きます。気持ちを新たに日豪関係の促進に邁進して参りますので、引き続き皆様のご支援をよろしくお願い申し上げます。

To the residents of the ever-beautiful city of Perth, I wish you a very Happy New Year.

Enhancing the presence of Japan in Australia – in 2022, I put all my heart and soul into achieving this goal. These past twelve months were marked by the signing of the Reciprocal Access Agreement, two visits to Japan from Prime Minister Albanese, Prime Minister KISHIDA’s visit to Australia, and the upgrading of the Joint Declaration on Security Cooperation, making it a year of incredible progress which saw Japan-Australia relationship reach even greater heights.

The choice of Perth as the sole setting for a Japanese Prime Ministerial visit would also be fresh in your memory. This city, a symbol of our bilateral partnership in the energy and resources fields in the postwar period, where businesses in the mining and resources sectors continue to enjoy strong economic growth, is also Australia’s gateway to the Indian Ocean and therefore is vital from the point of view of security cooperation. Through the media in both Australia and back home in Japan, I believe that the role that Perth has played in cultivating friendly relations between Japan and Australia, as well as the beauty of the city, left a deep impression on people.

It is with sadness that I learned about the damage caused by the recent unprecedented floods that devastated the beautiful state of Western Australia. I pray from the bottom of my heart for your swift recovery from this disaster.

Since the lifting of Australia’s Covid restrictions and the resumption of travel between states and territories, I have not only visited your city four times, but have also gone out of my way to travel to every corner of Australia, all the way from Tasmania to Broome and Thursday Island, promoting Japan and continuing to strengthen our precious ties. I visited Lismore in support of their recovery effort from the flood damage. Everywhere I went, I listened to the stories of many Japanese expats actively engaged in business, exchanges between Japan and Australia, arts and culture, sports and much more. I recognise again that it is their long-standing hard work that has formed the bedrock of mutual respect and understanding between our countries, and this year, the Embassy of Japan will spare no effort in strengthening this bedrock even further.

In Canberra too, I have made great efforts to further underscore the value of Japan-Australia relations and communicate Japan’s appeal. While actively working to give voice to the Japanese perspective, I also feel that there has been an uptick in opportunities for newspaper, TV and radio interviews. Against the backdrop of an increasingly complex regional environment, it is all the more important that our countries continue to cooperate in a vast number of fields including security, countering economic coercion, energy and resources, decarbonisation, and strengthening supply chains – to realise a Free and Open Indo-Pacific. I also look forward to sharing with you soon the 100th issue of my ‘News From Under the Southern Cross’ which many of you have been kindly following.

2023 will also be filled with opportunities to broaden the scope of the Japan-Australia relationship. The full reopening of Japan’s borders in October last year mean that tourism and business travel are now back on track. I hope that Perth’s charms will become even more widely recognised in Japan, and that the number of Japanese tourists travelling west will increase. On this note, I hear many loud voices calling for the resumption of direct flights from Perth to Tokyo. And, at the end of last year, I finally fulfilled my wish of traversing Australia by train on the Indian Pacific Railway. While experiencing for myself the vastness of this wide brown land, I once again came to appreciate Perth’s oasis-like charm.

In 2023, the Quad Leaders’ Meeting between Japan, the United States, Australia and India will be held in Australia. We will continue our dynamic engagement with Quad member countries, including at the Prime Ministerial and Ministerial levels. With renewed vigour, I will continue to strive towards the further advancement of our Japan-Australia relationship, and I am grateful for your continuing support.
