2021年を迎え、オーストラリア・日本両政府の要人にご挨拶を頂きました。駐オーストラリア日本国特命全権大使の山上信吾氏（H.E. Mr. Shingo Yamagami Japanese Ambassador to Australia）の新年のご挨拶を紹介します。

パースエクスプレス読者の皆様、2021年が皆様にとりまして幸多き年となることをお祈り申し上げます。

昨年12月末に駐オーストラリア大使として着任しました。これまで国内（東京、水戸）勤務の他は、米国（ニューヨーク、ワシントン）、香港、ジュネーブと英国で勤務してきました。豪州には今まで何度も出張で来ていましたが、このたび長年の念願が叶って在勤となりました。

ご案内のとおり、日本と豪州は、基本的価値と戦略的利益を共有する「特別な戦略的パートナー」です。経済、安全保障、人々の交流等の様々な分野において良好な協力関係を築いてきています。関係者の方々皆様のご尽力の賜です。私としましても、日豪両国にとって重要な協力関係を更なる高みに上げるべく、微力ながら力を尽くしていきたいと考えています。

2020年、豪州は森林火災に、そして日豪両国ともに世界的なコロナ禍に見舞われました。そうした困難な中でも、両国は災害や感染病への対応を含め、あらゆる分野、あらゆるレベルで協力を深めてきました。

首脳レベルでは、菅政権の誕生直後の9月、モリソン首相は外国の首脳として真っ先に日本の総理に電話をしてきました。加えて、その後の11月には、初の外国首脳として日本を訪問しました。こうした事実は、日豪関係がいかに緊密なものに発展してきたかを雄弁に物語っています。

また、2020年は、貿易・投資、防衛協力、技術面での協力のみならず、日豪間の宇宙協力が目覚ましく深化した年でもありました。7月に宇宙航空研究開発機構（JAXA）及び豪州宇宙庁は宇宙の利用、科学、探査及び教育などの分野における協力覚書を締結。12月には豪州政府の協力の下、JAXAの小型惑星探査機「はやぶさ2」のカプセルが南豪州ウーメラ制限地区に帰還し、その回収が成功を収めました。

コロナ禍により一時、豪州と日本をつなぐ直行便はシドニー・東京間の往復週3便を除き運航が休止されましたが、11月以降にはシドニー・東京間往復週8便まで回復しました。こうした動きは、パース・成田間のフライトの回復にもつながっていくことでしょう。さらに、夏に控えた東京オリンピック・パラリンピックの開催に向け、衛生環境と人々の安全に十分な注意が払われつつ、人の往来や交流が回復していくことを期待しています。

私としても、西オーストラリア州在住の知人の誘いもあり、できる限り早いうちに機会を見つけて西豪州を訪問したいと考えています。

日本では必ずしも広く知られていない事実ですが、豪州には既に10万人を超える在留邦人の方々がおられ、各界で活躍されています。米国（44万），中国（11万）に次ぐ三番目であり、しかも毎年漸増しています。大使館としましては、邦人の方々が暮らしやすい環境整備の一助となるべく、豪州側といっそう協力して行きたいと考えています。

コロナ禍があるからこそ、今年が明るく希望の持てる一年になることを祈念しています。今後とも日豪関係が幅広い分野において一層発展・緊密化するよう、皆様と力を合わせて努力を重ねて行きたいと考えています。どうぞ、呉々もご自愛の上、安全で良い年をお迎えください。

I would like to take this opportunity to wish the readers of The Perth Express a happy 2021.

I assumed the post of Ambassador of Japan to Australia in December of last year. Prior to coming to Canberra, I worked in Tokyo and Mito, Ibaragi Prefecture as well as overseas in the United States (New York, Washington), Hong Kong, Geneva, and London. Although I have visited Australia many times on business, the opportunity to take up a posting here is a long-held dream come true.

As you know, Japan and Australia share a Special Strategic Partnership based on our commitment to common values and strategic interests. We continue to build a strong relationship across many areas including economics, security and people-to-people exchange. This relationship is the result of efforts on the part of many stakeholders. I too am looking forward to working hard towards taking this important relationship to even greater heights.

The beginning of 2020 saw Australia engulfed by bushfires. Soon after, both Japan and Australia came up against the global COVID-19 crisis. Even amidst these challenges, our two countries have continued to co-operate at all levels across many sectors including response to natural disasters and global pandemics.

At the Prime-Ministerial level, Australian Prime Minister Scott Morrison was the first world leader to call and congratulate Prime Minister Suga soon after the inauguration of the Suga Administration in September. Later in November, Prime Minister Morrison became the first world leader to pay an official visit to Prime Minister Suga in Japan. These actions speak volume of exactly how closer the Japan-Australia relationship has grown.

In 2020, Japan and Australia deepened cooperation across many areas including trade and investment, defens, and technology. It is worth mentioning that Collaboration in the field of space also deepened. The Japan Aerospace Exploration Agency (JAXA) and the Australian Space Agency signed a Memorandum of Cooperation in July, providing platform for collaboration across space technology, exploration and education. In December 2020, with the assistance of the Australian Government, JAXA’s asteroid explorer ‘Hayabusa2’ successfully returned to Woomera in South Australia where a sample capsule was safely retrieved.

The COVID-19 crisis saw a temporary reduction in direct flights between Australia and Japan with just 3 flights per week between Sydney and Tokyo. Since November however, flights have increased to 8 per week and it is my hope that this uptake will also lead to resumption of Perth-Narita flights. In addition, whilst taking sufficient precautions for health conditions and safety of people, I look forward to the resumption of travel and person-to-person exchange in the lead up to the Tokyo Olympic and Paralympic Games scheduled for July and August respectively.

I have been invited by friends to visit Western Australia, so it is my hope to do so at the earliest opportunity.

It may be a little known fact in Japan that there are over 100,000 Japanese nationals living in Australia, active in a diverse range of fields. This makes Australia the country with the third highest number of Japanese residents, after the United States (440,000 people) and China (110,000 people) with this number on the gradual increase. The Embassy of Japan will further co-operate with Australian side to help create a comfortable environment for those Japanese nationals living in Australia.

Because of the COVD-19 crisis, it is all the more important to hope that this year will bring much brighter and hopeful one. I looking forward to working with you all to continue strengthening and expanding Japan-Australia ties across various sectors. I wish you all good health, happiness and success in 2021.
