I am delighted to have the opportunity to wish staff and readers of The Perth Express a wonderful New Year and all the very best for 2018. As you look back on the triumphs and challenges of the previous months, I hope that you too feel that this has been a remarkable year.
Japan is one of Australia’s closest friends and partners—in the Indo-Pacific and across the world. This year, we marked the 60th anniversary of the Agreement on Commerce between Australia and Japan, the foundation of our trading relationship.
Today, Japanese investment continues to make an enormous contribution to our economy, with the Japan-Australia Economic Partnership Agreement providing immense opportunities for exporters and consumers alike.
Of course, it is the depth of our people-to-people links that have helped make Australia’s economic relationship with Japan so valued and strong. Across the spectrum of business and education, tourism and the arts, extensive personal connections have laid the foundations for a dynamic and productive partnership.
As 2017 comes to a close, I would like to thank the staff and readers of The Perth Express for your contributions to furthering the ties between Australia and Japan. It is my hope and expectation that we will see even closer ties in the year to come.
With these thoughts in mind, I wish the Japanese Australian community a safe and happy New Year. May 2018 bring peace and hope to all.

日本とオーストラリアはインド太平洋そして世界中にて、最も親密な友好国でありパートナーです。昨年はオーストラリアと日本の貿易関係の基盤となる日豪通商協定締結から60周年を迎えました。
今日、日本の投資は、日豪経済連携協定（JAEPA）と共に、輸出と消費に大きな機会を与え、私たちの経済に大きく貢献し続けています。
勿論、人と人のきずなの深さを確かめ合うことは、日本とオーストラリアの経済関係をより価値のある、また強固なものへとします。ビジネス、教育、観光、芸術、豊富な人脈の分野にわたり、精力的なそして生産的なパートナーシップの基盤を築いてきました。
2017年が終わりに近づいてきましたが、パースエクスプレスのスタッフ、読者の皆様にはオーストラリアと日本の更なる結びつきのための貢献を感謝致します。そして近い将来、私たちはより密接な関係となることを願い、また期待しています。

Firstly, I would like to extend my warmest wishes to all The Perth Express readers and on behalf of my government I’d like to wish everyone a safe and happy new year.
Spending time with the Japanese-Australian community is always enjoyable. Whether I am at a community or business event, I know it is going to be a great occasion.
Western Australia has always maintained a strong relationship with Japan.
In 2016-17, Japan accounted for 13 per cent of our State’s exports and for more than 50 years we have been supplying Japan with Western Australian iron ore.
In November 2017, I visited Japan for the first time as the Western Australian Premier, leading a trade, international education and tourism mission.
It was my fourth trip to Japan and I enjoyed my meetings with business, political and community representatives. I was also pleased with the beautiful Autumn weather we were blessed with and had the opportunity to enjoy large amounts of excellent Japanese food.
While in Japan I visited the two great cities of Tokyo and Kobe. Tokyo is an important city for Western Australia. The Western Australian Tourism Minister Paul Papalia is working hard to establish direct plane flights between Tokyo and Perth, which will greatly strengthen tourism and business relationships once this is realised.
I visited Hyogo Province, Western Australia’s sister city to celebrate the continuation of our important ties. Earlier this year it was my great pleasure to sign an agreement to reaffirm the strong relationship between Western Australia and Hyogo, in commemoration of the 35th anniversary of the Sister State relationship.
For the first time I also visited Ako City in the Hyogo Prefecture to mark the 20th anniversary relationship between Ako City and Perth’s southern suburb – Rockingham. As the Member for Rockingham in the Western Australian Parliament, it was a privilege to visit Ako City and meet the Mayor and Council.
I look forward to continuing Western Australia’s strong relationship with Japan and working together to create further opportunities into the future. I would also like to thank the Japanese- Australian community for their many great and valued contributions to Western Australia.

はじめに、パースエクスプレス読者の皆様のご多幸を祈り、そして政府を代表して皆様の安全と幸せな新年をお祈り致します。
オーストラリアにおける日本人コミュニティと共に過ごす時間はいつも喜ばしいものです。地域社会またはビジネスに問わず、それは素晴らしい機会になることと存じています。
西オーストラリア州と日本はいつも強固な関係を維持してきました。
2016から17年にかけて、西オーストラリア州からの輸出の13パーセントは日本が占めており、また私たちは50年以上にわたり西オーストラリア州の鉄鉱石を日本へ供給し続けています。
2017年11月には西オーストラリア州首相として貿易、国際教育、観光事業を主導するために初めて日本を訪れました。
私にとって日本への訪日は4回目で、ビジネス、政治、そしてコミュニティの代表者たちと会談を致しました。美しい秋の天気に恵まれ、その天気を気に入り、またたくさんのを美味しい日本料理を頂く機会もございました。
日本にいる間、私は東京都と神戸市の2つの素晴らしい都市を訪れました。東京は西オーストラリア州にとってとても重要な都市です。西オーストラリア州の観光大臣であるPaul Papalia氏は、東京・パース間の航空路の直行便を設立するために精力的に業務を遂行していますが、もし設立が実現となれば、観光やビジネスにおいての結びつきがより強化されるでしょう。
私は重要な絆の継続を祝福するために西オーストラリア州の姉妹都市である兵庫県にも訪れました。今年初め、西オーストラリア州と兵庫県の姉妹州提携35周年を記念して、強固な関係を再確認するために協定に調印しましたが、私にとって大きな喜びでした。
また、私は赤穂市とパース南部のロッキンハム市の提携20周年記念を印すためにも、初めて兵庫県赤穂市を訪れました。西オーストラリア州議会のロッキンハム市の一員として、赤穂市を訪れ、市長や市議会員にお会いできたことはとても光栄でした。
私は、将来に向けて更なる機会を生み出すために日本国と一緒に働き、西オーストラリア州と日本の強固な関係を維持し続けることを期待しています。また、オーストラリアにおける日本人コミュニティの西オーストラリア州に対する、素晴らしく価値のある貢献に感謝申し上げます。

パースエクスプレスの皆様、明けましておめでとうございます。
昨年は、日豪両国の関係が益々深まっていることを実感させる行事が数多く行われました。まず、新年早々の1月、安倍総理がシドニーを訪問されて2017年の日豪関係がスタートしました。ターンブル首相との首脳会談において、政治・安全保障、経済・貿易の分野での日豪関係が深化されたことが確認されると共に、安倍総理訪豪の機会を捉え、投資や観光に関するセミナーが開催されました。総理訪豪に関したメディア報道が例年以上に多数に上り、豪州が日本をこれまで以上に重視してきていることがうかがわれました。
昨年8月8日、日豪通商協定が1957年に締結されてから60周年を迎えることを記念し、この機会を捉え、ターンブル首相、ハワード元首相、アボット前首相、チオボー貿易・観光・投資大臣、豪州連邦政府関係者、日本政府関係機関代表、日豪両国の経済関係者等を公邸に招き、60周年の記念レセプションを大使公邸で開催しました。このレセプションにご出席頂いたターンブル首相を含む3人の首相経験者全員から、日本企業が豪州産業の発展に多大な貢献を行ってきたとの高い評価が語られたことは、日豪関係の増進を願っている私共に対しては、大変貴重で意義深いメッセージとなりました。
その他、経済分野では、2015年1月に日豪経済連携協定(EPA)が発効し、既に貿易・投資の拡大という形でその成果が現れています。最近の経済面での大きな動きとして、読者各位ご承知のとおり、11月10日、ベトナムのダナンで行われた環太平洋パートナーシップ（TPP）閣僚会合において、11カ国によるTPP交渉の大筋合意が確認されました。この合意は、日豪両国政府がTPPの早期発効に向けたプロセスを積極的に主導してきたことにより実現したものです。
11月には今年に入って2回目となる日豪首脳会談、さらに、日豪外相会談が行われました。私は、これらの会談を通じ、日豪両国が、アジア太平洋地域の平和と安定のために連携しながら両国がそれぞれ外交を一層強く進めてきており、地域の秩序における日豪関係の重要性というものがかつてないほど増していることを実感した次第です。
両国間では、人と人との交流も活発に行われています。閣僚や議員、ビジネス関係者、留学生、観光客などさまざまなレベルでの交流が盛んに行われていますが、毎年相互に30万人以上の観光客がお互いの国を訪問し、相手国への訪問客数は、それぞれ20％以上も増加（2016年の前年比）しています。先般、私は、世界青年の船事業やニュー･コロンボ･プラン等の若い世代間の交流促進と相互理解のために日豪両国政府がそれぞれ実施しているプログラムで訪日する予定の豪州の若い世代の人達と懇談する機会を持ちました。さらに、昨年10月にキャンベラで開催された、日本文化紹介を目的に毎年開催されている奈良キャンドル･フェスティバルにおいて、子どもや若者を始めさまざまな世代の来場客が日本文化を楽しんでいる姿に感銘を受けました。これらの機会を通じ、豪州においてとりわけ若い世代の間での日本文化に対する関心や我々日本人に対する親しみの気持ちがこれまで以上に高まっていることを肌で感じました。両国の若い世代同士の交流が益々活発化することで、裾野の広いかつ強固な次世代の日豪関係が創られていくことに明るい希望を持った次第です。
年頭に当たり、私としましては、全ての日豪両国の関係者の皆様との協力のレベルを更に高め、互恵的な日豪関係全体の強化と発展、そして両国の皆様の相互理解の増進のために引き続き全力を尽くしていく所存です。
最後に、2018年がパースエクスプレスの読者の皆様にとりまして幸多き年となることを心よりお祈り申し上げます。

パースエクスプレスの読書の皆様、新年明けましておめでとうございます。
昨年は、日豪通商協定署名60周年、在パース日本総領事館開設50周年という記念すべき年でした。戦後の日豪関係は、自由や民主主義、法の支配といった基本的価値観を共有し、相互に恩恵のある経済関係を享受してきました。近年では安全保障の分野での協力も進み、日豪は非常に重要なパートナーとなっています。
西豪州においては、3月の州議会選挙の結果、マッガーワン労働党政権が誕生しました。同政権は、西豪州の財政再建を目指すと共に、日本を含むアジアとの関係を重視しています。4月にはワイヤット州財務大臣、10月にはパパリア州観光大臣、そして11月にはマッガーワン首相が日本を訪問しました。マッガーワン首相は、東京及び兵庫県を訪問し、日本政府、経済界などの要人と会談し、日本と西豪州関係の更なる強化について意見交換を行いました。それに先立ち、9月には堀井巌外務大臣政務官がパースを訪問し、マッガーワン首相始め当地の政財界の要人と会談しました。こういう要人往来を通じて、日本と西豪州の関係と交流の重要性を再度認識することは大変重要と思います。
日本と西豪州の経済関係は、鉄鉱石や液化天然ガスを中心に発展してきましたが、それら以外でもうどん用小麦、ウッドチップ、塩などの農林産品も重要な輸出品目となっているほか、さらには新たな分野への多角化も期待されています。また、日本からの投資も、従来の資源、エネルギー分野以外にも広がっていることは歓迎されます。
日本と西豪州の間では、人的交流も盛んです。西豪州の人々の日本への関心は高く、それはここでの日本語学習者の多さにも現れています。また、姉妹都市交流を基にした多くの学生交流も毎年行われているほか、日本からの短期留学生の増加も見られます。また、32年にわたり実施しているJETプログラム参加者は、帰国後に同窓会などの活動を通じて日本との架け橋の役割を果たしてくれています。さらには、日本からの帰国留学生の会も昨年立ち上がりました。昨年は、日本と西豪州の間で11ある姉妹都市の中で、それぞれの周年事業のために4人の知事ないし市町長が西豪州の交流相手先を訪問されました。こういった人と人との交流は、相互理解を促進するものと期待され、出来る限りの支援を行っていきたいと思います。
皆様には常日頃より日本総領事館の業務にご理解とご協力を頂き、誠に有り難うございます。皆様の当地での滞在や生活が安全かつ快適なものとなるよう、総領事館としても引き続き情報提供や支援を引き続き行って参りたいと思います。また、多文化社会と言われる当地において、当地の日本人社会としてもこの地域社会の貢献を続けて行きたく、皆様のご理解とご協力を引き続きよろしくお願いします。

Let me begin by wishing the readers of The Perth Express a happy New Year.
2017 marked many milestones, including the 60th anniversary of the signing of the Japan Australia Commerce Agreement, and the 50th anniversary of our Consulate-General office in Perth. Our two countries have long enjoyed mutually beneficial economic relations based on our shared fundamental values of freedom, democracy and the rule of law. Cooperation has also expanded recently into fields of security, which has made our two countries extremely important partners.
In WA, the new McGowan Labor Government took power at the March elections. The new Government is putting more emphasis on improving State finance and on strengthening relations with Asian countries including Japan. In April, Treasurer Ben Wyatt visited Japan, followed by Tourism minister Paul Papalia in October, and Premier Mark McGowan in November. Premier McGowan met a number of Japanese political and business leaders in Tokyo and Hyogo and discussed enhancing relations. Parliamentary Vice Minister for Foreign Affairs Iwao Horii had visited Perth earlier in September, where he met the Premier and other political and business leaders here. Such high level visits highlight the significance of the Japan-WA relationship.
Iron-ore and LNG have underpinned the steady growth of our economic relationship. Beyond this, agricultural and forestry products such as noodle wheat, wood chips and salt, are also important export items to Japan, leading to a more diversified relationship. Increasingly diversified Japanese investment into non-traditional sectors is also encouraging.
Grassroots exchange continues to be strong, and interest in Japan remains strong among people in WA, as indicated by the large number of students studying Japanese. Based on sister city arrangements, many student exchanges are taking place every year, and more Japanese university students are coming on short term programs. Many past JET Programme participants (now in its 32nd year) with experience of life in Japan, continue to work as a bridge between WA and Japan, through the JET Alumni Association of WA. Furthermore, an alumni for returned students from study in Japan was established last year. I might add that governors/mayors from 4 of our 11 sister cities visited their counterparts in WA last year to celebrate their respective sister city anniversaries. I would like to support such exchange as much as possible, as they inevitably deepen mutual understanding.
Let me take this opportunity to express my appreciation for your kind understanding and assistance in the work of the Consulate-General. We are determined to provide safety advice and assistance when needed to contribute to safe and comfortable life here in WA. The Consulate is also keen to facilitate the continued contribution of the Japanese community to the local community here in this multi-cultural State. We would greatly appreciate your continued cooperation and support.
